Forms, fees and charges

Horizon Power charges customers and contractors for the retail and network services we provide to maintain and upgrade our assets and ensure safe and reliable power. 

New electricity connection

If you're connecting power to a property or block of land where there has never been a connection to the Horizon Power network before, you'll need to request a new connection.

  • Complete the New electricity connection application form
  • The cost for a new connection is dependent on the size, type and location of the connection. We'll provide you with a quote once we've reviewed your requirements.
  • Design fee: $6,287.00
    If your connection has a total maximum load of between 30 kVA and 1000 kVA (or 10% of the relevant systems peak load), you are required to pay a design fee to enable a formal quote to be prepared. The design fee will be deducted from the formal quote if you proceed with the project but is otherwise non-refundable. Please note: A quote for the design and formal quote will be provided for projects with a connection greater than 1000 kVA or 10 per cent of the relevant systems peak load or a subdivision that requires headwork's and the capacity of the connection is greater than 1000 kVA or 10 per cent of the relevant systems peak load.
  • This form will also capture your CT metering requirements.

  • Note: for large connections, you can submit a preliminary enquiry to our team and discuss your requirements, before submitting a complete application.

New meter request

If you need a temporary power supply for your builder to carry out works, or a permanent supply to your new home, you'll need to install a meter so you can be billed for the electricity you use. There must already be a connection to the electricity network available at the property i.e. a service pillar (green dome). They’re typically located just inside the property boundary. 

You can call us on 1800 267 926 or complete the Installation of a new meter form to request one of the following connections:

  • Temporary supply connection fee: $915.00 
    The charge to provide a single or three phase temporary connection to your premise while building works are carried out. 
  • Permanent power supply fee: $914.00 
    The charge to install and connect a single or three phase meter. Also charged when upgrading from a single to three phase meter.

Upgrade an existing power supply

If you need to increase your existing supply to accommodate new home workshop equipment, or perhaps you're expanding your business and the power needs upgrading to suit your needs. Whatever the reason, you can request a supply upgrade using the form below.

  • Complete the Supply upgrade request form
  • The cost for a supply upgrade is dependent on the size, type and location of the connection. We'll provide you with a quote once we've reviewed your requirements.
  • Design fee: $6,287.00

Application and Agreement for Network Services form (AANS)

A fee of $611.20 is payable to request to either temporarily or permanently disconnect the power supply to your property.

Complete this form to request one of the following:

  • Disconnection and reconnection of power supplies at the pole/pillar (LV only) fee: $611.20
    If you need to temporarily interrupt power supply to your home or business (for example to carry out renovations), this fee will apply for us to disconnect power at the pole/pillar.  The submission of a Preliminary Notice by the electrical contractor ahead of electrical work being carried out within the premise will also trigger this process. 
  • Disconnection of power ahead of demolition fee: $611.20 
    The charge to disconnect the electricity supply to your property ahead of demolition.

Please note:

  • If a property has been disconnected for more than six months, Horizon Power requires either an Electrical Safety Certificate or a Notice of Completion from a licensed electrical contractor to ensure the property is safe for reconnection.

Application for an unmetered supply

Quote required. Requests for streetlights, traffic lights and boom gates are assessed on application and a quote will be provided.

Application to install modification works on Horizon Power assets

Quote required. Complete this form to request a quote to attach either decorative works (e.g. banners) or CCTV cameras to Horizon Power assets, in accordance with the Third Party Attachments Policy.

Developers authorisation and design information package

A fee of $1,215.00 is payable to provide network information to developers to assist with their planning. This fee is a fixed fee regardless of the size of the development works.

Request for relocation of Horizon Power assets form

Quote required. If you need to relocate distribution equipment such as transformers, pillars and overhead lines, please complete this application form and we will provide a quote for the work required. Relocation is subject to a suitable alternative location and will be chargeable to the applicant.

Application for underground supply in an overhead area

A fee at the subsidised rate of $4,973.50 (up to 3 dwellings) is payable if you meet the terms and conditions. If you do not meet the terms and conditions, your application will be assessed and quoted on a case-by-case basis. An underground power supply is mandatory for all new connections and upgrades.

Please note: you will need to engage the services of an electrical contractor to connect power from the pillar to your meter box. (Existing network disconnection and re-connection charge excluded, new connection, perm meter connection charge will appear on the customer's first invoice).

Miscellaneous charges

  • Unnecessary callout charge - (service vehicle visit): $152.20
  • High and wide load permit: $150.00
  • Inspector fee (re-Inspections): $481.60
  • Freedom of Information application fee: $30.00
  • Vegetation removal: Quote required

Basic Micro EG Connection (Single phase <=10kVA or Three phase <=30kVA)

There are no fees to apply to install a renewable energy system or to participate in our buyback offer for standard applications (systems that do not include Renewable Energy Smoothing or Feed-In Management). However, a meter re-configuration fee may apply once your system is installed. This fee will appear on your first bill.

In many of our towns, the Basic Micro EG solar energy systems can only be installed if it is provisioned for FIM. In addition to your panels and inverter, you will need to install a power outlet and an enclosure box so the system can be retrofitted with a FIM device at a later date. Please refer to the Technical Requirements and the Eligibility calculator to find out if this requirement applies to you. Your installer can also explain this to you in more detail.

If your system is provisioned for Feed-In Management and we determine, in the future, that a FIM device is required, we will retrofit your system with a device in your enclosure. Both the FIM device and the retrofit will be at Horizon Power’s cost. We will contact you to discuss any changes to your renewable energy system before it takes place.

LV EG Connection (>30kVA to 200kVA or >200kVA to 1,000kVA)

For those applications that require more detailed technical assessments or which require Feed-In Management, at the time of installation, your application may be subject to additional fees and charges, including but not limited to:

  • System Impact Study (SIS) charges for LV EG connections >30kVA to 200kVA: $3,706.00
  • System Impact Study (SIS) charges for LV EG connections >200kVA-1000kVA: $10,587.00
  • System Impact Study (SIS) charges for EG connections if there is no Hosting Capacity, non-standard arrangement or >1000kVA: to be quoted by Horizon Power
  • Feed-in Management (FIM) charges of $14,000
  • Meter re-programming fee of $26.30

Horizon Power will advise you of any additional fees and charges as part of the application process.
