Contractor and Tender Portals

Contractors

A contractor is required to use the portal to provide safety performance reporting on a monthly basis if:

  • There is a contract for service and the scope of works involves work on or near (within the safe approach distance, refer to Field Instruction 2.17 – Safe Approach Distance) of Horizon Power electrical networks, or
  • Construction projects where Horizon Power is identified as the Principal for work.

Principal is where a person (the principal) in the course of trade or business engages a contractor to carry out work for the principal.

Construction work
is any work carried out in connection with Construction, alteration, conversion, fitting-out, commissioning, renovation, repair, maintenance, refurbishment, demolition, decommissioning or dismantling of a structure, or preparation of a building site.

Tenderers

The portal provides Request for Quote (RFQ) participants or Request for Tender (RFT) respondents access to both Horizon Powers’ Safety and Health Management System (SHMS) and Electricity (Network) Safety Management System (ENSMS).

All successful RFQ participants or RFT respondents should familiarise themselves with the SHMS and demonstrate, with evidence, safety compliance and performance of the contract subject.
